As much of the nation continues to face stubbornly high unemployment rates, one job-creating strategy lawmakers are considering is microenterprise development. As defined by the U.S. Census, microenterprises—also known as microbusinesses—are businesses with zero to four employees. According to the Association for Enterprise Opportunities, microenterprises account for 88 percent of the nation’s businesses and are responsible for creating an average of 900,000 new jobs annually.
