Elections Administration Research Database

The Elections Administration Research Database contains elections administration reports published between 2000 and the present. The reports span a range of topics from election costs to voter ID to online voter registration and reflect a variety of perspectives, ranging from election administrators to nonprofit organizations to academic researchers. Each report has been coded by subject, title, author, publication, date and state and can be searched by one or a combination of these features. Coding for subjects was inclusive; that is, we included all subjects that applied. 

The database provides links to more than 1,800 reports, most available in full text. When possible, NCSL has provided either the abstract created by the author or a summary paragraph from the work. A brief guide to using the database is available at the bottom of this page, beneath the database.

NCSL will update the database as new reports are released. We will also attempt to provide updated links for reports that have moved from their original locations. Guide to Using the Database

Please start by selecting one or more subjects from the SUBJECTS menu. Click on the plus sign next to a category to select from a list of subcategories. After you have made your selections, click ‘Search.’ The database will return reports that contain at least one of your SUBJECTS selections. To access one of the reports in your search results, click on the report’s title.

You can use the Advanced Search to filter your results as follows:

COMBINE WITH: Selecting one or more options from the COMBINE WITH menu will return reports that contain at least one of your SUBJECTS selections and all of your COMBINE WITH selections.

Examples:

You select: ‘Voter list maintenance’ from the SUBJECTS menu and ‘Costs’ and ‘Wait times’ from the COMBINE WITH menu

The database returns: Reports tagged with ‘Voter list maintenance’ AND ‘Costs’ AND ‘Wait times'

You select: ‘Voter list maintenance’ and ‘Vote centers’ from the SUBJECTS menu and ‘Costs’ from the COMBINE WITH menu

The database returns: Reports tagged with ‘Voter list maintenance’ and ‘Costs’ OR ‘Vote centers’ and ‘Costs’

KEYWORD: Entering a keyword or phrase in the search box and selecting one or more keyword fields will return reports that contain at least one of your SUBJECTS selections and have your keyword in at least one of the selected fields. The database uses phrase searching for keyword searches so it will return reports that contain your search term exactly as you have entered it in the search box. This includes reports that contain your search term as part of a longer phrase. Note: The keyword search does not accept special characters, such as apostrophes, so please limit your search terms to alphanumeric characters.

Examples:

You select: ‘Voter list maintenance’ from the SUBJECTS menu and the ‘Title’ and ‘Abstract’ keyword fields and enter ‘Registration’ in the search box

The database returns: Reports tagged with ‘Voter list maintenance’ that have ‘Registration’ in the title OR abstract

You select: 'Voter list maintenance' from the SUBJECTS menu and the 'Title' keyword field and enter 'Accurate voter registration lists' in the search box

The database returns: Reports tagged with 'Voter list maintenance' that have 'Accurate voter registration lists' in the title. Results will not include reports that have other combinations of these words, such as 'Voter lists' or 'Accurate registration lists,' in the title.

You select: 'Voter list maintenance' from the SUBJECTS menu and the 'Title' keyword field and enter 'Voter reg' in the search box

The database returns: Reports tagged with 'Voter list maintenance' that have phrases that contain 'Voter reg,' such as 'Voter registration' and 'Voter regulation,' in the title

DATE: Entering a date range will return reports published in the range that contain at least one of your SUBJECTS selections.

Example:

You select: ‘Voter list maintenance’ from the SUBJECTS menu and enter a range of 1/1/2012 to 12/31/2012 in the date range boxes

The database returns: Reports tagged with ‘Voter list maintenance’ that were published in 2012

STATES & TERRITORIES: Selecting one or more states and/or territories will return reports that contain at least one of your SUBJECTS selections and at least one of the selected states and territories. If you do not select any states or territories, the database will return reports for all states and territories.

Examples:

You select: ‘Voter list maintenance’ from the SUBJECTS menu and ‘District of Columbia’ and ‘Wisconsin’ from the list of states and territories

The database returns: Reports tagged with ‘Voter list maintenance’ and ‘District of Columbia’ OR ‘Wisconsin’

You select: ‘Voter list maintenance’ from the SUBJECTS menu and nothing from the list of states and territories

The database returns: Reports tagged with ‘Voter list maintenance’
