BIS: 50-State + Full Text Search
Legislators and Staff Only (Please Log In)

NCSL has partnered with State Net to provide legislators and legislative staff access to a 50-state+ searchable legislation database containing the full text of every bill in the 50 states, the District of Columbia and Congress for the current session. Puerto Rico bill summaries, but not the full text of legislation, also are available through the Bill Information service (BIS). (Bill information for U.S. territories is available from the legislative websites in Guam, Puerto Rico--available in Spanish only--and the Virgin Islands.)

State legislator and legislative staff have exclusive access to this resource, which also provides additional legislative resources, such as weekly session schedules and other state-specific resources. The service is not available to members of the public. Legislators and legislative staff need to sign into the NCSL website to gain access.

Bills are searchable by:

  • Bill number
  • Full text
  • Author (sponsor)
  • Location (state)

Featured Searches

NCSL also has developed several featured searches for selected current issues not covered in other databases on our site. Legislators and staff signed into the NCSL website can select and run featured searches with just the click of a mouse.

Help instructions are available in pop-up windows in the bill information system. You will need to enable pop-up windows in your browser for the State Net site to view the help screens.

As one of the nation’s 20,000 plus legislative staff, you are automatically a member of NCSL. NCSL is an organization of both legislators and legislative staff; staff play a key role in its governance. Three of the seven NCSL officers are legislative staff, and 20 legislative staff serve on the Executive Committee. In addition, staff serve along with legislators as members of the 12 Standing Committees of NCSL.

We offer a personal connection to NCSL and the nation's best policy experts. Your state has an NCSL staff liaison who will help you find the information you need, help you understand all the NCSL resources at your fingertips, and visit your state to meet with you.
