Access To and Use Of Voter Registration Lists



This page provides 50-state information on access to voter lists. States have varied requirements on who is eligible to request a list of voters, what information the list contains, what information is kept confidential, and how information contained in voter lists may be used. Many states also have specific programs to keep all voter information confidential for certain classes of voters.

The availability of voter lists for campaign purposes is longstanding; candidates benefit from knowing who their party’s voters are. Statutes govern the details. Legislators who are interested in expanding or restricting access to voter information may want to consider the following questions:

  • Who should have the access? Only political parties and candidates, the general public, academics, others?
  • What information will not be provided when voter lists are distributed? Date of birth, driver’s license numbers, other identifying information?
  • What provisions are made to protect information for people who require address confidentiality, such as victims of domestic violence, sexual assault or stalking? (Learn more about Address Confidentiality Programs here).
  • Should law enforcement agents or judges be provided with similar confidentiality?
  • Is information about pre-registrants, or those under the age of 18 who are pre-registered to vote and are thus minors, be confidential?
  • What process for requesting and receiving voter lists is appropriate? Some states provide a portal for access, others may run a custom extract of voter registration data depending on the information requested. 
  • Are there restrictions on the uses of the lists, such as that they cannot be used for commercial gain?
  • Is there a mechanism for enforcing that policies are followed?
