Job Overview

The Legal Division serves the Legislature during and between sessions by drafting legislation and legal opinions, providing legal counsel to legislative committees, and working with the Executive Department to promulgate administrative regulations. Additionally, the Legal Division represents the Legislature and individual legislators in judicial and other proceedings and provides other assistance as needed. The Legal Division is also responsible for publishing the Advance Sheets of Nevada Statutes, the Statutes of Nevada, the Nevada Revised Statutes, and the Nevada Administrative Code, among other print and electronic publications available in the Official Nevada Law Library.

Responsibilities

Position Description

  • The Deputy Legislative Counsel position is responsible for drafting legislation and amendments to legislation, preparing administrative regulations, conducting legal research, preparing legal opinion letters, assisting with various publications, and preparing annotations of cases.
  • Other projects may be assigned including preparing contracts, providing litigation support, and working on various other special projects upon request.

Qualifications

  • Graduation from an accredited law school with a Juris Doctorate is required before commencing employment.
  • Admission to the State Bar of Nevada is not initially required but is necessary for advancement.
  • Coursework involving advanced legal writing and research, participation in Law Review or other law journals or experience involving significant legal writing and legal research and analysis is desirable.

Knowledge, Skills, and Abilities

  •  The successful candidate must be detail-oriented, possess strong analytical and organizational skills, adhere to and meet demanding deadlines, possess exceptional reading comprehension and writing skills, be self-motivated, quickly conduct thorough and accurate legal research; and have an excellent command of formal English.
  • The successful candidate must also demonstrate that he or she can exercise good judgment, understands discretion and is able to maintain confidentiality, can work independently and productively for extended periods, and can accept and adapt to changes in the work environment.

Work Environment

Working Environment: This position is performed in a typical office setting. Significant overtime is required during legislative sessions and during certain other periods as necessary to meet the demands of the Legal Division. A flexible work schedule and some remote work may be available during periods other than during the legislative session.

Benefits

The annual starting salary is based on a Grade 43, which has a salary range of $82,434 to $124,277, based upon the employee/employer-paid retirement option. Actual starting salary will be based on experience. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution.

About the Organization

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Deputy Legislative Counsel within the Legal Division. The LCB is a nonpartisan legislative service agency tasked with providing professional, technical, and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during interim periods.
