Opioid Policy Fellows 2024

The Opioid Policy Fellows program is designed to support legislators who are experienced or emerging leaders on opioid addiction and overdose issues. This meeting will introduce Fellows to the year-long program and will build learning in a peer setting. The meeting goals include:   

  • Build knowledge about new research, policy and innovations. 
  • Exchange ideas and solutions with other legislative leaders related to opioid misuse and overdose, and related issues. 
  • Connect with leading researchers and policy experts. 
  • Identify practical information to use in your state and develop action steps.

Welcome and Introductions

This session will welcome the 2024 class of Opioid Policy Fellows with an overview of the program and introductions of the Fellows.

Dinner and Reception: Setting the Stage 

Fellows will have a brief reception and then dinner programming that will feature alumni of NCSL’s Fellows programs discussing their successes and advice for the newest classes of Fellows.

The State of the Opioid Epidemic in 2024 

Speakers will provide an overview of the opioid epidemic and discuss recent federal actions as well as funding available to states.

State Strategies for Prevention and Intervention

This session will focus on strategies to prevent opioid misuse and overdose, including those that show evidence of effectiveness, as well as emerging strategies. Particular attention will be paid to the specific strategies states can consider to address the role of fentanyl in driving US overdose deaths.

State and Local Partnerships to Combat Opioids

This session will examine state level prevention efforts for opioid misuse and overdose, how legislators can work with state agencies to address the epidemic and other cross-sector efforts.

Infectious Disease Consequences of the Opioid Crisis

This session will provide an overview of the infectious disease consequences of the opioid crisis. Speakers will share state strategies to prevent and intervene to reduce transmission rates and prevent outbreaks.

Primer on Medicaid and SUD Treatment

Participants will learn about their states’ Medicaid programs and how states have leveraged their Medicaid program to engage individuals with a substance use disorder into treatment.

Following the Money: Financing the Continuum of Care

While states are grappling with rising overdoses, they are also deciding how to finance treatment and prevention initiatives. This session will focus on opportunities and strategies to align funding with outcome-driven goals.
