The American Society of Legislative Clerks and Secretaries (ASLCS) is hosting its annual professional development seminar for principal clerks and secretaries and their staffs.  

This year’s meeting takes place in Eugene, Ore., and aims to bring together U.S. and international participants to learn important skills and procedures, build relationships, and take away new tools and ideas to enhance the effectiveness of state legislatures. 

Also on the agenda are sessions on parliamentary procedure, leadership, interoffice communications and managing up; breakout sessions for principals and associates; the Legislative Expo; and meetings of the standing committees and special committees.  

In addition, our hosts are planning an array of social events to allow attendees to network with their counterparts from other states while experiencing the best of the Pacific Northwest!

Decorum in legislative chambers has increasingly become a global issue around the world. Decorum, or the lack of it, can affect the work of legislatures in passing laws and policies, which protect the people, and affect governmental operations. Hear updates from international clerks on the challenges they face, and best practices to ensure continued decorum in legislative chambers.

Concurrent Session – Protests in Legislatures: Preparing for the Unplanned

During the course of a daily floor session, our role is to be ready for motions to be made, rules to be cited, Journal copy to write and legislation to be debated, all while ensuring that the legislative process and the will of the body moves forward. However, in recent years, protests aimed at disrupting or preventing proceedings within chambers and Capitols are on the rise. From red states to blue states, north, south, east, and west, these protests from members of the public and/or members of the legislature are occurring far and wide. This panel will discuss real-life events in legislative chambers to help you have a better game plan in place for when your daily session goes entirely off script.
