Appendix C:  Equal Employment Opportunities

The Legislative Staff Coordinating Committee recognizes that state fair employment statutes vary, as do the personnel practices, procedures and preferences of individual states. As 50 independent institutions, legislatures should establish appropriate opportunities and goals for achieving fair employment.

The Legislative Staff Coordinating Committee finds discrimination in legislative employment opportunities inappropriate, and positive efforts should be encouraged. It is now generally accepted that equal employment opportunity is good policy and sound political practice.

The Legislative Staff Coordinating Committee recognizes that there is a need for individual legislators to recruit, select or employ persons who meet certain partisan requirements and the highest standards of personal confidence and loyalty.
