Job Overview

LPRO seeks a Legislative Analyst with expertise and experience in health care and/or behavioral health policy for a continuing, year-round position. The ideal candidate will be familiar with the legislative process, enjoy working with people, be flexible and nimble in the face of change, and have a track record of serving people with different perspectives and goals. Candidates should be well organized, able to exercise independent judgment and discretion, and have excellent written and verbal communication skills.

Interested candidates with demonstrated experience in the following health-related policy areas are strongly encouraged to apply:

  • substance use disorder and treatment,
  • payment and reimbursement models, or
  • residential and facility-based care settings Individuals with experience in policy areas such as workforce, education, human services, aging, public safety, or a related topic may also be given consideration.

Responsibilities

Legislative Analysts work collaboratively with LPRO staff to:

  • Prepare or assist in the preparation of legislative research and facilitate the development of legislative policy;
  • Provide advice and assistance to legislative committees; and,
  • Provide clerical and administrative services to legislative standing and interim committees.

Qualifications

Your application must demonstrate:

  • Graduate Degree in Public Policy, Public Administration, Law, or other related field; and,
  • Three (3) years of experience researching, analyzing, interpreting, developing, or administering public policy.
  • An equivalent combination of education and experience sufficient to demonstrate the ability to perform the duties of the position.
  • An additional degree may substitute for one year of experience.

About the Organization

Our mission is to provide professional nonpartisan staffing, analysis, and research that supports and informs the policymaking process. LPRO is known for comprehensive, objective, and informative policy research and analysis. Our highest priority is to ensure that Oregon’s legislature has access to relevant, timely, and informative research on public policy issues of interest to Oregon. Oregon’s Legislative Assembly convenes annually in January, with “long” sessions (not exceeding 160 days) occurring in odd-numbered years and “short” sessions (not exceeding 35 days) in even-numbered years. The Legislative Analyst position carries a portfolio of work that varies according to the legislative calendar, prioritizing support of committees during session and task forces and work groups in the interim. Legislative Analysts also respond to research requests from legislators and staff on an ongoing basis and consistently work with other legislative branch agency staff, including Legislative Counsel and Legislative Fiscal and Revenue Offices, external stakeholders such as government affairs professionals, regional and national subject matter experts, and the public. The Legislative Analyst will work closely with other LPRO colleagues and participate in internal efforts to continually improve our products and services.
