State law or statute prohibits or limits the use of prior authorization for buprenorphine containing products by either the state Medicaid plan or private insurance companies.

The department of health and human services shall eliminate prior authorization requirements for buprenorphine-containing products for appropriate Medical Assistance program recipients. Wis. Stat. Ann. §49.45(29z)

Wisconsin credentials two types of addiction counselors. A Substance Abuse Counselor requires, at minimum, a high school diploma, completion of 360 hours of relevant education courses and 3,000 hours of supervised experience. A Clinical Substance Abuse Counselor requires, at minimum, an associate degree and 5,000 hours of experience. A higher-level degree can substitute the number of hours. Wis. Stat. Ann. §440.88, Wis. Professional counselors provide services that integrate a wellness, pathology and multicultural model of human behavior to assist an individual, couple, family, group of individuals, organization, institution or community to achieve mental, emotional, physical, social, moral, educational, spiritual, vocational or career development and adjustment through the life span. Diagnostic ability is not outlined in statute. Wis. Stat. §457.01(6)

The administration and process for the certification of peer specialists is administered and processed by a third-party, non-profit certification provider.

Physician relationship required for practice and prescriptive authority.

NMs must work in a collaborative relationship with a physician. The collaborative relationship is a process in which an NP is working with a physician, in each other's presence when necessary, to deliver health care services within the scope of the practitioner's training, education and experience. Wis. NMs may prescribe Schedule II-V controlled substances if delegated under a collaboration agreement. May not prescribe, dispense or administer any amphetamine, sympathomimetic amine drug or compound designated as a Schedule II controlled substance. Wis. Admin. Code §N8.06

NPs are not recognized in state policy as primary care providers.

Optometrists may examine, diagnose and treat abnormalities of the eye, including foreign body removal. Wis. Admin. Code §449.01

Optometrists may administer any therapeutic pharmaceutical agent. Wis. Admin. Code §449.18

Optometrists may prescribe Schedule III-V controlled substances and Schedule II controlled substances containing hydrocodone combinations. Wis. Stat. §961.39

Statute does not require the presence or supervision by a dentist in a public or private school, a dental or dental hygiene school or a facility owned by a local health department where the dental hygienist is practicing. Wis. Stat. Ann. §447.06

Dental therapists are not recognized in state policy as an oral health provider.

Wisconsin does not explicitly allow for the practice of teledentistry.

Pharmacists may administer vaccines to people older than the age of 6 once they have successfully completed 12 hours in a course of study and training, approved by the Accreditation Council for Pharmacy Education or the board, in vaccination storage, protocols, administration technique, emergency procedures and record keeping. A pharmacist may administer a vaccine to a person who is younger than 6 if the vaccine is administered pursuant to a prescription order issued within 29 days and has successfully completed a course of instruction approved by the Accreditation Council for Pharmacy Education or the board that includes the administration of vaccines to children younger than 6. Wis. Stat. §450.035

Wisconsin does not allow pharmacists to modify prescriptions.

Wisconsin does not allow pharmacists to prescribe hormonal contraceptives.

Wisconsin does not allow pharmacists to prescribe tobacco cessation aids.

Collaboration allowed with a physician for practice and prescriptive authority.

A PA who provides care to patients shall maintain and provide to the board upon request evidence of the following: (a) Evidence that, pursuant to the physician assistant's employment, there is a physician who is primarily responsible for the overall direction and management of the PA's professional activities and for assuring that the services provided by the PA are medically appropriate. (b) A written collaborative agreement with a physician that, subject to subd. 1m., describes the PA's individual scope of practice, which includes a protocol for identifying an alternative collaborating physician for situations in which the collaborating physician or the physician's designee is not available for consultation, and that includes other information as required by the board. Wis. Stat. §448.975

A PA may order, prescribe, procure, dispense and administer prescription drugs, medical devices, services and supplies. Wis. Admin. Code §PA3.06

Wisconsin does not currently have any provisions related to the number of PAs a physician can supervise or collaborate with.

Wisconsin does not currently have any provisions related to chart review or chart co-signatures.

Statute allows adaptable proximity.

The agreement must include, at a minimum: (a) A statement that the collaborating physician shall remain reasonably available to the PA for consultation via telecommunications or other electronic means and that consultation shall occur within a medically appropriate time; (b) A statement that the collaborating physician may designate an alternate collaborator to be consulted when the collaborating physician is temporarily unavailable. (c) A statement that if the patient requests a physician consultation, arrangements must be made for such a consult within a medically appropriate time. Wis. Admin. Code §PA3.01
