Diagnostic ability is not outlined in statute.
A certified professional counselor may counsel or assist individuals and groups through the counseling relationship; select, administer, score and interpret instruments designed to assess a person’s aptitudes, attitudes, abilities, achievements, interests and personal characteristics; evaluate data to identify which persons or groups may be better served by other specialists; provide therapeutic, vocational, or personal rehabilitation; and consult on any of these activities. A certified professional counselor may not diagnose. Neb. Rev. Stat. §§38-2109 and 2118
An independent mental health practitioner with 7,000 hours of experience supervised by a licensed physician, a licensed psychologist or a licensed independent mental health practitioner, one-half of which is experience with clients diagnosed under the major mental illness or disorder category, may diagnose major mental illnesses or disorders. Neb. Rev. Stat. §§ 38-2113 and 2124
