NCSL Testifies to US Senate on Transportation Funding 

Douglas Shinkle, NCSL’s transportation program director, testified as part of a Senate Environment and Public Works Committee hearing on transportation funding on April 14. He outlined some of the new approaches states are taking to fund and finance needed transportation investments, such as studying and creating road user charging programs, enacting fees on electric and hybrid vehicles and using public-private partnerships for large transportation capital projects.

Traffic Safety Review: States Focus on Distracted Driving

Distracted driving killed at least 2,841 people in 2018. Women and young drivers are regularly overrepresented in distraction-related fatal crashes as they have the highest rates of holding phones to their ears while driving. This report examines trends in state distracted driving laws and provides a brief overview of the current status of research regarding the impacts of the new laws.
