Transportation Access and Mobility Legislation Database


This database is no longer updated, but remains functional for 2013 - 2015 searches.

NCSL's Transportation Access and Mobility Legislation Database provides up-to-date information about legislation in the states and territories that aims to improve transportation access and mobility for people who have challenges accessing transportation options due to income, disability or age.

This database tracks legislation since 2013. NCSL staff members frequently update this database during state legislative sessions.  (For legislation introduced in years 2000-2012, please visit the archived Human Service Transportation Coordination Database).  Each entry includes a bill summary, a link to the bill text, and sponsor and status information.

The database covers 15 categories, including bills that address:

  • Targeted populations such as people with disabilities, older adults, recipients of state benefits including TANF and Medicaid, and veterans.
  • Human service transportation coordinating councils, which aim to coordinate numerous, dispersed specialized programs across agencies and transportation providers.
  • Special transit or paratransit services, accessible vehicles, non-emergency medical transportation and fee or fare waivers.
  • Non-profits and NGOs  (including bills related to volunteer drivers).
  • The “other” category consists of all other bills, such as mobility management, ridesharing, insurance liability, consolidation of services, metrics and performance measures, regulations, oversight or incentives.

To select multiple items (e.g., state or topic) in the database lists, click in the check boxes next to your desired selections. To select all items click on the "All Topics" or "All States" box. To view bills of a certain type that do not fall under an existing category, try the keyword search (for example, search for the keyword “rural” to find bills related to rural transportation programs).

New feature in 2015: The full text of bills is now available by clicking on the bill number. You must be registered for the NCSL website and logged in to view the text.
