NCSL’s Housing and Homelessness Legislation Database tracks filed bills in the 50 states, District of Columbia and U.S. territories. Numerous subtopics are grouped by (1) safe, stable, healthy and affordable housing, (2) adult and family homelessness and (3) youth homelessness.

Bill information for the current year is updated every Tuesday, Wednesday, Thursday and Friday morning. New measures are added as they are introduced or identified by NCSL staff. 

Search for passed, pending and failed legislation from 2019 - 2020 by state, year, topic, keyword, status and/or primary sponsor. For faster performance, use the search fields to filter results. If nothing is picked, all topics and states in the current session year will show by default. The full text of bills is available by clicking on the bill number.

To find information related to COVID-19, select “Adult and Family Homelessness-Emergency Response,” “Youth Homelessness-Emergency Response” and/or “Housing-Emergency Response.”

Bills may appear twice in carry over states. In these states, check the last date of action to verify the status of the bill reflects the appropriate year.
