Early Care and Education Bill Tracking

The Early Care and Education database tracks and updates early care and education legislation from the 2019 and 2020 legislative sessions for 50 states and the territories. Issues include child care and child care financing, early childhood services, prekindergarten, professional development, home visiting, infants and toddlers, and financing early education.

Legislation can be searched by state, topic, status, primary sponsor, bill number or keyword. This database, which is updated weekly (next update scheduled for Jan. 21, 2020), is made possible by the generous support of the Alliance for Early Success.

NCSL's 2018 Enacted Legislation on Early Care and Education report provides an overview of significant 2018 legislative enactments in the major early care and education topic areas. 

View the full 2020 legislative calendar for all states and the territories, including states that have year-round sessions and states in special sessions.

  • Child Care Subsidy & Quality – Includes legislation relating to child care regulation, standards, background checks, health and safety and penalties. 
  • Early Childhood Financing – Includes legislation relating to pay-for-success, tax credits, funding mechanisms and subsidies.
  • Early Childhood Governance – Includes legislation relating to advisory councils and boards, study committees and systems.
  • Home Visiting – Includes legislation about home visiting programs, services and parent education and involvement. 
  • Prekindergarten & School Readiness – Includes legislation on early childhood education programs, school readiness, preschool and assessments.
  • Prenatal, Infant & Toddlers – Includes legislation relating to prenatal screening, maternal health, safety, intervention and child well-being.
