Health Reform: 2011-2013 State Legislative Tracking Database

Archive Bill Status - Last Update: January 2014 

Welcome to the ARCHIVE  State Legislative Tracking Database on bills filed in response to the Affordable Care Act.  Search 2011, 2012 and 2013 legislation by state, year, topic, keyword, status, and/or primary sponsor.  This legislative tool is now an archive, covering the three years described above.

  • UPDATE NOTICE FOR 2015-16: NCSL has two newer, separate Health Reform databases that cover measures in 2014 and 2015-2016 legislative sessions.  The NCSL Health Program redesigned these tracking functions to reflect evolving legislatiive topics.
    • 2014 Health Reform Legislation Database. Click here to visit and use this one-year database, which contained just over 1,150 bills and resolutions in 45 states and D.C. Of these, at least 199 are now enacted laws across 36 states. In addition 29 resolutions have been adopted in 15 states.  Four states (MT, NV, ND and TX) did not hold a regular session in 2014.
    • For 2015-2016 NCSL created a newer database of recently enacted laws, and includes broader information on state health transformation initiatives and related changes in state statutes.  As of spring 2016 NCSL has identified more than 400 recent enacted laws and resolutions in all 50 states, D.C. and Puerto Rico.
  • 2011-2013 OVERVIEW: As of Dec, 31, 2013 this database contained 2552 bill and resolution records in all 50 states; of these 533 are enacted laws in 48 states and D.C.; in addition about 58 resolutions were adoped in 22 states.
    • To select multiple items (e.g., state or topic) in the database lists, click in the check boxes next to your desired selections.
    • To select all items click on the "All Topics" or "All States" box.
    • We highly recommend you select the option "Click for History" on legislation of interest to view all bill actions.
    • States are listed in alphabetical order by two letter abbreviations.
    • "Access to Primary Care," "Essential Health Benefits" and "Health Centers" were topics added in 2013 for that year only. For essential heath benefit information in 2011/12, search the 'health insurance reform' topic.
    • Bills may appear twice (for 2011 and 2012) in carryover states. 2011-2012 carryover states include AK, CA, DE, GA, HI, IL, IA, KS, ME, MA, MI, MN, NE, NH, NY, MC, OH, OK, PA, RI, SC, TN, VT, WA and WI. In these states, please check the last date of action to ensure the status of the bill reflects the appropriate year.
