Many states struggle to analyze the results of their economic development tax incentives because policymakers’ goals for the programs are unclear, obsolete, or hard to measure. This NCSL webinar discusses how lawmakers and evaluators have overcome these challenges. Officials from two states share lessons from their efforts to improve tax incentive goals and evaluations, and experts from The Pew Charitable Trusts present their research on effective approaches to determine meaningful goals and metrics and measure incentives’ economic impact.
