This discussion will cover policy and practical questions that inquiring minds may want answered about sending ballots to all voters. Does voting by mail (aka, absentee voting for all, voting at home) cost more or less than traditional elections? Does moving to voting at home increase turnout? What do we know about partisanship and voting by mail? What are the practicalities of making the shift? And, how can we ensure the ballots are from the intended voters?
