A comprehensive reform package adopted by Pennsylvania lawmakers in 2012 was designed to keep low-level offenders out of state prison and provide resources to local communities for supervision. The law also provides community options for technical probation and parole violators and improves reentry services. A portion of the savings from these measures is designated for crime victim services and improvements in probation and policing.
