NCSL’s National Seminar on Human Resource Management in State Legislatures is designed for legislative HR professionals and for senior legislative staff who have responsibilities for creating, implementing and enforcing HR policies and practices.

No other national training program offers this special focus on the legislature as an employer or brings together legislative staff who need to know more about this critical body of knowledge.

The most powerful aspect of the HR Seminar—in addition to the formal training agenda—is the opportunity for you to network with your colleagues from other state legislatures and share stories, concerns, ideas and solutions about critical HR challenges.

Legislative staff: $450
All others: $500
Spouse/Guest Fee: $100

Requires a credit card for everyone except legislative staff. Confirmations will be sent by email. 

On-site Registration
If you can't make the registration cut-off, on-site registration will be available at The Westin Alexandria Old Town during the conference dates.

Cancellations received in the NCSL Denver office by Oct. 11, will be refunded minus a $50 processing fee. Cancellations must be made in writing and faxed to 303-364-7811 or emailed to Registration. Fees cannot be refunded for registrations cancelled after the conference begins.

Hotel Information

The 2021 Seminar will take place at The Westin Alexandria Old Town. A block of rooms has been reserved for seminar attendees. Travel Information

Ronald Reagan Washington National Airport (DCA) is 4.4 miles to the Westin Alexandria Old Town.

Washington Dulles International Airport (IAD) is 30 miles to the Westin Alexandria Old Town.

Taxis, Uber and Lyft are available at most airports.

The Westin Alexandria Old Town does not have airport shuttle service. Only valet parking is available on-site and it is $36/daily.

Local Attractions

Old Town, Alexandria

Old Town is Alexandria’s beloved downtown and nationally designated historic district on the Potomac River waterfront. The King Street Mile and surrounding brick-lined sidewalks are studded with centuries-old architecture, historic attractions and independent businesses. Old Town is replete with restaurants, sidewalk cafes, shops, and all kinds of events at any time of the day.

George Washington Masonic National Memorial

The George Washington Masonic National Memorial is an enormous memorial to President George Washington. The Memorial is a museum, a library, a research center, a concert hall, and a community center. Freemasons constructed the memorial at the beginning of the 20th century to resemble the ancient Egyptian Alexandria lighthouse. You can get a spectacular view of Alexandria from the Memorial’s observation deck. The edifice is a National Historic Landmark.

Carlyle House

Discover Carlyle House Historic Park, home to an eighteenth-century historic house museum in Old Town Alexandria, Virginia. John Carlyle, a wealthy merchant and a founder of Alexandria, completed his elegant stone mansion in 1753. Today, Carlyle House is one of the nation’s finest examples of Georgian residential architecture.

Torpedo Factory Art Center

Art in Person and in Progress. Located in Old Town Alexandria, the Torpedo Factory Art Center is home to 150+ working artists, 7 galleries, The Art League, and the Alexandria Archaeology Museum.

River Farm

River Farm is the headquarters of the American Horticultural Society. Situated on 25 landscaped acres overlooking the Potomac River, it is an idyllic escape within the Washington, D.C. area. Enjoy walking in our gardens and four-acre Meadow.
