Addresses the creation or dissolution of Native American representation on state government entities, including cabinet level positions, special commissions, legislative committees, councils or other state agencies.
Education, Economicand Workforce Development
Relates to K-12 and higher education funding, tribal colleges and universities, language revitalization programs, vocational training, job creation programs and programs aimed at bridging skill gaps. Includes economic development and tribal entrepreneurship, financial literacy, infrastructure development and development incentives for tribal communities.
Energy, Environment, Land and Natural Resources
Relates to land use, rights to natural resources such as water and minerals, environmental protection, renewable energy development, natural energy, land restoration, climate change, land trusts, sacred sites and resource management.
Health
Addresses access to health care, health facilities, chronic disease management, mental health services, substance abuse prevention, health equity, public health initiatives, culturally appropriate care, traditional healing practices, wellness incentives, Medicaid and Medicare reimbursement and Indian Health Services.
Human Services and Housing
Relates to the provision of human services or housing. This covers topics such as affordable housing, Indian child welfare (including foster care), elder care, poverty alleviation, domestic violence, food security, utilities access, public housing development, homelessness prevention and housing infrastructure.
Historical Recognition and Cultural Preservation
Any bill/compact that relates to recognition of tribes such as Indigenous Peoples’ Day resolutions, tribal leaders' day at state capitols, commemorative events, historical preservation efforts, acknowledgement of treaties, recognition of significant historical events or contributions by Native American individuals and communities, and restoration of tribal lands. This also covers derogatory names, mascots, or images, the allowance of students to wear regalia at graduation, the ability to practice culture in public spaces, cultural tourism and cultural preservation.
Public Safety
Relates to law enforcement, emergency services, crime prevention, judicial systems, and correctional facilities. This also encompasses public safety issues that heavily impact native communities such as Missing and Murdered Indigenous Relatives, violence prevention, disaster preparedness, community-based intervention programs and drug and alcohol policies.
State/Federal Recognition
Any bill/compact that relates to the state or federal recognition of tribes, including new recognition of tribes or restricting recognition of tribes and the process of recognizing tribes.
Taxes and Revenue
Relates to taxation of tribes and revenue including gaming regulations, compacts, revenue-sharing agreements, tax disputes, tax codes and natural resource revenues.
Technology Infrastructure Development
Relates to the development of technology infrastructure and utility for Native Americans, including broadband access and development, mapping, networks, IT infrastructure, data sovereignty, cybersecurity, telecommunication and funding for technological advancements.
