NCSL Recognizes 2021 Legislative Staff Achievements

Denver—Fifteen outstanding current and former legislative staff, along with five legislative agencies, will be recognized by the National Conference of State Legislatures (NCSL) during its 2021 Base Camp meeting.  

Each of the nine professional staff associations of NCSL along with the Legislative Education Staff Network and the staff co-chairs of the overall standing committees are allowed to present up to two awards. The 2021 Legislative Staff Achievement Award recipients will be recognized by NCSL’s Staff Chair and the Legislative Staff Coordinating Committee (LSCC) at the Salute to Legislative Staff session, Aug. 4.

The recipients are:

American Society of Legislative Clerks and Secretaries (ASLCS)

  • Meggan Foesch, business manager, Wisconsin Senate
  • Megan Martin, secretary and parliamentarian, Pennsylvania Senate  

Leadership Staff Professional Association (LSPA)

  • Dan Greear, chief counsel, West Virginia House of Delegates  
  • Sherry McCoy, constituent services director, Office of California State Senator Nancy Skinner

Legislative Information and Communications Staff (LINCS)

  • Drew Volturo, deputy chief of staff for communications, Delaware House of Representatives
  • Cecillea Pond-Mayo, chief information officer, Arkansas House of Representatives

Legislative Research Librarians Staff (LRL)

  • Betsy Haugen, reference manager, Minnesota Legislative Reference Library

National Association of Legislative Fiscal Offices (NALFO)

NCSL is a bipartisan organization that serves the legislators and staffs of the states, commonwealths and territories. It provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues and is an effective and respected advocate for the interests of the states in the American federal system.
