Groups Call on House to Support Change to Aviation Innovation, Reform, and Reauthorization Act
Washington, D.C.—The National Conference of State Legislatures (NCSL) and the National Governors Association (NGA) today released the following statement urging the House Transportation and Infrastructure Committee to support Amendment #21, submitted by California Representative Grace Napolitano, to H.R. 4441, the Aviation Innovation, Reform, and Reauthorization (AIRR) Act.
“We call on the House Transportation and Infrastructure Committee to support Amendment #21 to the AIRR Act.
"This amendment clarifies original congressional intent that revenues derived from local taxes on aviation fuels go towards local airport spending. It would overturn the FAA’s regulatory overreach that extends congressional intent by also capturing those portions of generally applied state and local tax laws derived from aviation fuel. The FAA’s regulatory misinterpretation infringes on state sovereignty to develop and operate their own revenue systems. The independent ability of states to develop their own revenue systems is a basic tenet of self-government and our federalist system.
"We urge adoption of the Napolitano Amendment to the AIRR Act.”
