Jon Heining, General Counsel for the Texas Legislative Council, to Assume Leadership Role for NCSL


NCSL press release Los Angeles—Jon Heining, the general counsel for the Texas Legislative Counsil, was elected to the position of staff chair of the National Conference of State Legislatures (NCSL) at the 2018 Legislative Summit in Los Angeles. NCSL, a bipartisan organization, serves the nation’s 7,383 legislators and more than 20,000 legislative staff.

“NCSL is the premier organization for state legislatures across the country, and an organization I am proud to have been involved with since 2007. The services and opportunities they offer have proven to be invaluable for legislative staff across the country,” Heining said. “I have personally benefited through my experience working with staff sections, standing committees and the Executive Committee. I am grateful to serve as staff chair and I look forward to continuing my contributions to the success of the organization.”

New NCSL OfficersNCSL is the only national organization that provides training, professional growth opportunities and information sharing for legislative staff. There are 12 professional staff associations and networks that sponsor meetings, training and publications. Legislative staffers are also eligible to be members of the NCSL standing committees, which address state policy issues and state-federal issues.

Heining becomes one of seven officers—four legislators and three legislative staff members—on NCSL’s 63-member Executive Committee, elected yearly, which includes both legislators and staff.

Heining has worked for the Texas Legislature in a variety of positions since 2003, first as a bill analyst and attorney to the lieutenant governor and since 2006, with the Texas Legislative Council. He is currently responsible for drafting legislation, addressing personnel issues, reviewing analyses of legislation, drafting contracts, providing advice regarding ethics and open records law, answering press calls and assisting with certain parliamentary issues, just to name a few. He has been on the Legislative Staff Coordinating Committee (LSCC) for five years, and has chaired numerous other LSCC subcommittees. He has also served on the NCSL Executive Committee since 2014.

Heining lives and plays in Austin, Texas, with his beloved wife, children and dogs.
