Education Committee Policy Overview
The NCSL Education Committee will consider three new policy directives and one resolution at the 2012 Legislative Summit in Chicago, IL August 6-9. These new policies will replace the committee's current slate of policies, all of which are set to expire at the Summit. These new policies include:
Common Academic Standards (Policy Directive): This directive is a revision of the expiring Common Academic Standards policy resolution. The directive addresses NCSL's principles and position on federal common academic standard initiatives.
Federal Funding for Special Education (Policy Directive): This directive is a revision of the expiring Federal Funding for Special Education policy resolution. The directive calls on Congress to fully fund its share special education programs, as determined by Part B of the Individuals with Disabilities Act.
Federal Premption of State Postsecondary Tuition (Policy Directive): This directive is a revision of the expiring Federal Premption of State Postsecondary Tuition policy resolution. The directive calls on Congress to repeal current federal law barring states from determining eligibility for in-state tuition.
Reauthorization of the Elementary and Secondary Education Act (Resolution): This resolution is a revision of the expiring Reauthorization of the Elementary and Secondary Education Act action policy. This new resolution calls on Congress to reauthorize ESEA, and has been revised to include specific recommendations on NCSL priorities for Congressional lawmakers to include during reauthorization.

Education Committee Policy Conference Call
On Friday, June 22, 2012 at 4:00 pm (EST), the NCSL Education Committee will hold a conference call for the committee to discuss the policy drafts. This call will allow committee members to review the changes to existing policies proposed by the officers, and offer comments or suggestions. Work on the draft policy directives for Chicago needs to be completed by July 9 so the proposed directives can be circulated to Committee members. New Policy Statements and Resolutions
