As the voice of state legislatures in Washington, D.C., NCSL is committed to ensuring state prerogatives are brought before Congress and the administration. To facilitate this effort, NCSL brings legislators to D.C. to meet with members of Congress, the administration and other players involved in crucial state-federal issues.

NCSL, the National Governors Association, the Council of State Governments, the National Association of Counties, the International City/County Management Association, the National League of Cities and the United States Conference of Mayors were joined by local municipal associations, trade associations, labor unions and other organizations on a letter to Senate leadership urging them to act immediately to support state and local governments.

NCSL effectively works to enhance the role of states and state legislatures in the federal system. These state-federal activities, which include letters to Congress and the administration and testimony before congressional committees or federal commissions, are guided by policy directives and resolutions developed NCSL's nine standing committees.
