Since energy costs in rural communities tend to be higher than in the city, rural areas can see great benefits from efficiency, grid modernization and distributed generation investments. The challenge for utilities is how to use technology to better serve less-densely populated areas and make sure rural communities are not left behind. Explore the risks of not investing in rural electricity infrastructure and the steps being taken to ensure rural areas benefit from grid modernization.

11:00 am–12:00 pm: Storing Carbon While Extracting Oil
New federal tax credits are re-energizing efforts to capture carbon dioxide emissions from fossil fuel power plants and store them permanently underground. The technology being used can also assist in oil recovery and is already being implemented to a small degree in Texas, North Dakota and elsewhere. Although still expensive, advancements are continuing to bring down costs. Hear presenters discuss the costs, benefits and outlook for carbon capture and sequestration, along with the state policies that enable their implementation.

Community solar has been the fastest growing segment of the solar market, reaching over a gigawatt of installed capacity in just a few years. With this rapid growth expected to continue, there could be a number of benefits, and some potential challenges, for policymakers, utilities and customers. This session explores the current market, growth projects, and the role of state policy in community solar.

As customers push for more control over their electricity services, such as the option to buy 100 percent  renewable electricity, some are supporting the creation of retail markets that offer a choice of electricity providers. What are the benefits and challenges of retail electric choice? Will residential consumers benefit as much as larger commerical and industrial customers? Learn about the practicality of this approach and explore the experiences of states that have created markets for retail choice.

Interchangeable with natural gas, renewable natural gas is a biomass-derived, carbon neutral and versatile fuel that is compatible with existing pipeline infrastructure. The market is expanding rapidly and 27 states now have projects in operation or under construction. While state policy has been important to driving the renewable gas market, some see much larger potential. Explore new developments in renewable natural gas and how states are promoting its growth.

The Council On State Taxation recently released a Scorecard on State Sales and Use Tax Administration. In fiscal year 2016, the 45 sales tax states raised over $363 billion in tax revenue. This represents 22 percent of the states’ total tax collections. This scorecard is offered to improve tax administrative systems and increase compliance. Hear the creators of this report discuss what a well-designed sales tax system looks like from a business perspective.

As traditionally taxable products and services are being increasingly offered digitally, state sales tax bases are slowly eroding. As a result, more state and local governments are considering if and how to tax digital products. This session will provide an update on recent developments in the digital tax arena at the state and local levels, plus provide an outlook for what may occur at the state and federal levels during the remainder of 2018.

On June 21, the Supreme Court ruled in South Dakota v. Wayfair that states can require businesses without a physical presence in the state to collect and remit sales taxes on in-state transactions. Now, state tax departments have begun to issue guidance, state legislatures have been called into special session, and the sky has not fallen. Hear from experts on remote sales tax discuss about what states have done, what states will need to do, and how this historic ruling will affect your state.

California’s Cybersecurity Maturity Metric incorporates data from multiple data sets, allowing executive and legislative branch officials to assess the maturity of state cybersecurity programs. Using standardized measures, the metric helps distinguish non-critical departments and agencies from critical ones that may need more resources. The metric also helps agencies understand how they can improve any weak areas. Learn how the metric provides a continuously updating analysis of an agency’s cyber maturity.
