Senator David Long, president pro tem of the Indiana Senate, discussed his leadership role in the movement to amend the U.S. Constitution through Article 5 of the Constitution, which allows for 34 state legislatures to petition Congress for a constitutional convention.

Long explained not only the process involved but the steps being taken to establish a framework and rules for any convention. The Assembly of State Legislatures, the group trying to implement a convention, hopes to have a framework in place by the middle of 2015.
