Meeting Minutes

The adoption of the minutes from the 2015 Business Meeting were placed into motion. Joel Redding, passed the motion to accept and Rich Beckwith seconded the motion.

NALIT published an article in the July/August 2106 NCSL State Legislatures Magazine: What Staff Know | 3 Things IT Staffers Want You to Know.

All the NALIT officers, directors and committees were thanked for their work serving NALIT in the last year. Also, a thank you to our host state, Illinois, for all the time and effort they have put into the last year in making this Summit a success. Also, a big thank you to our NCSL liaison to NALIT, Pam Greenberg.

NALIT Chair Terri Clark provided an update on the NALIT Professional Development Seminar be held in Indianapolis, Sept. 12-15.  Jeff Ford, Indiana is the host state chair. 

Reports from Committees/Awards

NALIT/LINCS Online Democracy Award

The NALIT/LINCS Online Democracy Award Committee was recognized for their work. The NALIT Committee Members who served on the committee this year were:

Doug Farr, Utah and Vinay Dattu, Tennessee

Doug Farr explained the Online Democracy Award is sponsored by NALIT and the Legislative Information and Communication Staff Section (LINCS). The Online Democracy Awards committee is made up of members of LINCS, NALIT and one other NCSL staff section.

The New York Senate website was selected to receive the award. The committee selected the site for its user-friendly design, attractive and easy-to-understand graphics, and a prominent calendar highlighting statewide activities. The committee also praised how the site encourages public interaction through a bill comment feature, along with features that allow for easy sharing of bills on social media sites. The website won over the panel of judges with its straightforward search capabilities and intuitive navigation that facilitates the public's access to the legislature.

Legislative Staff Achievement Award

NALIT Chair Terri Clark explained NALIT selects two individuals or teams to receive the achievement award each year. The Legislative Staff Achievement Award recognizes excellence in strengthening the legislative institution, supporting the work of a state legislature, contributing to NALIT and NCSL and contributing to existing knowledge or demonstrating expertise in a particular field. Members of the committee were:

Committee Members: Ronda Tentarelli, Washington and Troy Pound, South Carolina

Terri Clark presented the award to Joel Redding, Kentucky. 

2016 Nominating Committee

Chair Terri Clark explained the NALIT Nominating Committee is responsible for compiling a slate of nominees for the offices of chair, vice chair and secretary, which is then submitted for a vote of the general members of the Association present at this meeting. (General members are legislative information technology professionals employed by a legislature of one of the 50 states, insular possessions, or territories of the United States.) Members of the committee this year were:

Committee Members: Peter Capriglione, North Carolina and Gary Wieman, Nebraska

Gary Wieman presented the following slate of officers for the 2016-17 conference year:

  • Chair: Linda Wettstone, Virginia Senate
  • Vice-Chair: Kyle Forster, North Dakota
  • Secretary: Cindy O’Dell, Kentucky

There were no nominations from the floor.

A motion to accept the slate of officers was made by Mendora Servin.  Rich Beckwith seconded the motion. The motion passed unanimously.

Statements from Incoming and Outgoing NALIT Chairs

Incoming Chair Linda Wettstone thanked the members for their presence at the summit and their support over the years.  She indicated she was excited for the upcoming year and plans to continue the work started by Terri.

Outgoing Chair Terri Clark thanked everyone for the opportunity to serve as chair.

Incoming Chair Linda Wettstone presented Terri Clark with a plaque expressing NALIT's appreciation for her service during the past year.


The Executive Committee will meet Aug. 10, 2016, at 4:15 p.m. in Room W193B.
