Meeting Minutes

The NALIT Business Meeting was held at the Georgia World Congress Center in Atlanta, Ga., on Tuesday, Aug. 13, 2013. The meeting was called to order at 7:30 a.m. by NALIT chair Peter Capriglione.

Opening Remarks

NALIT Chair Peter Capriglione opened the meeting by asking everyone to introduce themselves. He then asked for a motion to adopt the minutes from the 2012 NALIT Business Meeting. Copies of the minutes were available on each table and were previously posted to the NALIT website. A motion to approve the minutes was made by Gary Wieman and seconded by Troy Adkins. The motion carried to approve the minutes.
Peter thanked to the members of the NALIT Executive committee for their service in 2012-2013 and for their hard work over the past year. He thanked officers Troy Adkins, vice chair; Joel Redding, secretary; and Past Chair Rich Beckwith. He also thanked NALIT directors Mendora Servin, California; Kurt McDowell, Ohio; Terri Clark, Kansas; Eric Dugger, Nevada; Jonathan Palmore, Virginia Senate; and Gary Schaefer, Louisiana Senate.  Peter also thanked NALIT committee members for their service.
Peter announced that the 2013 NALIT Professional Development Seminar (PDS) would be held in Raleigh, N.C., from Oct. 15-18 and encouraged NALIT members to attend. He then talked briefly about some of the sessions and activities planned for the PDS.


Peter then announced the winner of the NALIT/LINCS Online Democracy Award – the Massachusetts Legislative website.
Peter then announced the NALIT Legislative Staff Achievement Awards for 2013. The first award was presented to the Legislative Technology Services Bureau, Software Development Team, Wisconsin Legislature. The second NALIT award was presented to Gary Schaefer, Information Systems Coordinator, Louisiana Senate.

Election of Officers

Next, Rich Beckwith, Chair of the 2013 Nominating Committee presented the slate of officers for the 2013 – 2014 conference years.  The following NALIT members were submitted for approval by the membership:

  • Chair: Troy Adkins, Virginia
  • Vice Chair: Joel Redding, Kentucky
  • Secretary: Terri Clark, Kansas
  • Past Chair: Peter Capriglione, North Carolina

Gary Schaefer made a motion to accept the slate of officers, and Gary Weiman seconded the motion. Members were asked to approve the motion by voice vote. The vote was unanimous; none opposed.

Closing Remarks

Peter encouraged everyone to consider serving on the NALIT Executive Committee—either as a director or as an officer. He mentioned that the chair and vice chair serve on NCSL’s Legislative Staff Coordinating Committee. As part of that service this year, and on behalf of NALIT, NALIT members in North Carolina developed a new voting application for NCSL to use at the annual NCSL Business Meeting.
Peter then thanked our NCSL Staff Liaison Pam Greenberg for all of her work and dedication to the NALIT Staff Section. Peter then turned the meeting over to the newly elected NALIT chair Troy Adkins.

Troy once again thanked Pam for all of her hard work and also thanked the past officers. He encouraged everyone to help promote NALIT and said he was looking forward to serving in the coming year.
Rich Beckwith, the outgoing NALIT Past Chair, presented Peter with a plaque and thanked him for his service as NALIT chair.
