The American Society of Legislative Clerks and Secretaries (ASLCS) hosts an annual Professional Development Seminar (PDS) for principal clerks and secretaries and their staffs. 

This year's meeting takes place in Portland, Maine, and aims to bring together U.S. and international participants to learn important skills and procedures, build relationships, and take away new tools and ideas to enhance the effectiveness of state legislatures.

On the agenda are sessions on leadership, emotional intelligence, parliamentary procedure and technology; breakouts for principals and associates; the Legislative Expo; and meetings of the standing committees and special committees. In addition, our hosts are planning an array of social events to allow attendees to network with their counterparts in other states while experiencing the best of Maine!

Registration Information

Registration fees (includes admission to all scheduled meal functions and evening social events):

  • Legislative Staff: $450
  • Guests: $275
  • Retired Members: $275
  • International: $0
  • All others: $500
Three ways to register:
  1. Register Online: Credit card required for everyone except legislative staff. Confirmations will be sent by email. Deadline to register online is Wednesday, Sept. 24, 2021.
  2. Register by Email/Fax: Download the registration form and email or fax it to 303-856-2554.
  3. Register Onsite: Available at the Westin Portland Harborview beginning on the afternoon of Sunday, Oct. 3.

Cancellations received in the NCSL Denver office by Friday, Oct. 1, 2021 will be refunded minus a $50 processing fee. Cancellations must be made in writing and emailed to registration@ncsl.org or faxed to 303-856-2554. Fees cannot be refunded for registrations cancelled after the conference begins.

Rooms are available at the group rate of $219 per night plus 9% tax until Monday, September 13, 2021. After that date, our room rate cannot be guaranteed. Please mention that you are attending the ASLCS Professional Development Seminar. You can also reserve your room online.

Notes: The group rate will be honored three days pre- and post-meeting, depending on room availability. Reservations must be cancelled 72 hours prior to arrival. Attendees are responsible for making their own hotel and travel arrangements.

Portland is served by the Portland International Jetport (PWM), which is less than 4 miles and 10 minutes from the Westin Portland Harborview. With its renowned foliage and famed lighthouses on full display, Portland, set on a peninsula extending into Casco Bay, is the ultimate fall destination.
