The National Association of Legislative Fiscal Offices (NALFO) has started a Staff Exchange Program to help facilitate information sharing between states and offices. The NCSL Foundation has generously provided support for the pilot program the last couple of years, and we look forward to continuing the program. Analysts with three or more years of experience with their office are eligible to apply with the support of their supervisor.
NALFO is still developing the best process to continue and improve this program into the future, but this is the general process for the 2025 Exchange Program:
- Mid-May: NALFO asks for offices willing to host legislative staff from other states. Please let us know if you are interested in hosting, and we will send more information, including a form to fill out with dates your office is available and the roles and responsibilities of your office.
- Mid-June: NCSL staff compile profiles of host states and post them online so staff interested in participating can review options. At this time, staff interested in visiting another office can ask NCSL staff for application materials and can submit their application.
- July: The NALFO Executive Committee and NCSL staff work to pair applicants and host states together and assist in scheduling visits in the fall. The goal is to pair as many applicants and host states as possible.
- Fall/Winter: Participants visit their host state offices.
