Job Overview

The Research Department of the Minnesota House of Representatives is a nonpartisan office of highly-skilled, creative, and collegial professionals who provide research and legal services to the entire membership of the House of Representatives. The Department is accepting applications for two Legislative Analyst positions. Both positions are regular, full-time opportunities with an anticipated start date in early November.

The House offers a competitive salary, commensurate with relevant experience; excellent health and retirement benefits; and opportunities for ongoing professional development. For these positions, each analyst may work as a generalist on a variety of public policy issues to be determined based on need, potentially including agriculture finance and policy, or early childhood finance and policy. In addition, one of the analysts may support the Department’s information technology services.

Responsibilities

  • Legislative Analysts work independently and in small teams,

  • Provide bill and amendment drafting services;

  • Attending legislative committee meetings;

  • Conducting research and analysis concerning laws and government policies, programs, and finances;

  • Creating written publications on topics of legislative interest; and

  • Provide other related staff assistance for House committees and all House members.

Qualifications

  • Candidates must have either a Master’s Degree or be a licensed attorney, and must have:

  • Excellent oral and written communication skills

  • Excellent human relations and teamwork skills

  • A flexible, can-do attitude that allows for managing both short- and long-term projects, and shifting work assignments, based on legislative need and as required of the role

  • A nonpartisan background.

  • The interview process will include an exercise that allows candidates to demonstrate their writing skills.

The ideal candidate will have:

  • Experience in communicating legal or public policy information to an audience without such training.
  • Experience in or comfort with attending and participating in public meetings involving legislators and stakeholder groups with diverse experiences and perspectives, including responding to questions and giving presentations in this setting.
  • Experience or demonstrated interest in public policy and government.
  • Knowledge of state government and the legislative process.

Benefits

Starting annual salary and classification dependent on relevant experience:

  • Legislative Analyst I: $80,212.56 - $144,382.56
  • Legislative Analyst II: $97,057.20 - $174,702.96
  • The starting salary range for an entry-level Legislative Analyst I is generally between $80,212.56 and $88,000, depending on relevant experience.
