Job Overview

Job Description/Skills/Abilities

  • Organizes and coordinates library services and resources.
  • Assists and trains users of library resources, conducts research, acquires, and maintains library resources under minimal supervision.
  • Performs digitization and data conversion of older legislative records for addition to the legislative website.


Examples of Duties:

  • Assists patrons in performing legislative history research. Teaches patrons to use online and traditional resources.
  • Responds to questions about library resources and procedures. Trains legislative staff and other frequent users regarding in-depth research procedures.
  • Provides library orientation and tours. Performs bibliographic and reference searches related to the library resources, legislative online databases, Alaska laws, and proposed legislation.
  • Assists in making decisions about acquisitions and deletion of resource materials for the library, including assessing patron needs.
  • Assists in preparation for annual binding of legislative materials.
  • Plans and oversees distribution of bound materials to the legislature and research libraries.
  • Plans and oversees distribution of materials to the legislature, such as the Alaska Statutes.
  • Catalogs and files materials. Plans, oversees, and performs digitization and data conversion projects, and changes to library online catalog and library webpage.
  • Supervises, recruits, schedules, trains, evaluates, and otherwise manages library staff.

The desired knowledge, skills, and abilities are:

  • Knowledge of the principles, practices, and current developments in professional library management.
  • Knowledge of library materials, methods, and organization.
  • Knowledge of the methods of classifying and cataloging library materials.
  • Knowledge of research methods.
  • Knowledge of library collection development, records management, and archival practices.
  • Knowledge of computer information systems, databases, word processing, and spreadsheet software.
  • Ability to use computers and adapt to changing technology.
  • Knowledge of Alaska Constitution, statutes, and regulations.
  • Knowledge of legislative procedure.
  • Knowledge of digitization and data conversion methods.
  • Meticulous attention to detail and accuracy while performing repetitive tasks.
  • Ability to fluidly plan, organize, direct work, and evaluate results.
  • Ability to supervise and instruct others.
  • Ability to review the work of others and provide clear and useful feedback.
  • Ability to locate and compile information, data, or facts from specialized sources.
  • Ability to write and speak clearly, concisely, and in a well-organized manner.
  • Ability to analyze complicated information quickly and accurately.
  • Ability to prioritize assignments and meet deadlines under stressful conditions.
  • Ability to handle complex and comprehensive research projects.
  • Ability to act professionally, objectively, and impartially in dealing with fellow employees, legislators, and the public.

  • Ability to maintain confidentiality and handle politically sensitive work.


  • Master's degree in library science, information science, or a closely related field. Some relevant work experience preferred.
  • The Librarian II position requires two years of relevant work experience.

The Librarian II position is distinguished from Librarian I position by its supervisory and administrative duties. The Librarian II position also requires two years of relevant work experience, which may be earned in the Librarian I position. The Librarian I/II position is a full-time benefits eligible position.
