In 2020, Congress passed stimulus bills that provided nearly $4.3 billion in flexible education relief aid for states through the Governors Emergency Education Relief (GEER) Fund. The Coronavirus Aid, Relief and Economic Security (CARES) Act, passed on March 27, 2020, provided $3 billion to the GEER Fund. The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA), passed on Dec. 27, 2020, provided $1.3 billion in supplemental GEER funding, known as the GEER II Fund.
NCSL, with assistance from the National Governor’s Association (NGA), is tracking how governors have allocated these funds.
As of Dec. 15, 2020, governors have obligated at least 93.1% of available GEER I funds.
NCSL and NGA have tracked these funds through governors' press releases, news reports, spending reports to the Department of Education, and direct contact with governors offices.
