How Proposed Changes to Federal Safety Net Programs Could Affect the States

As part of the current congressional budget reconciliation process, there have been proposals to cut federal funding to states for social service programs including Medicaid, Temporary Assistance for Needy Families (TANF), the Supplemental Nutrition Assistance Program (SNAP) and the Social Services Block Grant (SSBG). Together, these proposed changes could place significant new budget pressure on states to make up the difference in funding.
