The Affordable Care Act and the Supreme Court case, The National Federation of Independent Business v. Sebelius permits states to choose to expand their Medicaid programs to provide coverage to low-income adults who make up to 138% of the federal poverty line who would not otherwise qualify for Medicaid under other eligibility pathways. States that expand Medicaid to this population are eligible for an enhanced federal medical assistance percentage for this population.
