The SALT Task Force will continue to meet in conjunction with NCSL’s Summit.  The meeting will feature traditional panel and policy discussions on timely state and local taxation issues.

Balancing the Three-Legged Stool: Navigating State Tax Policy for Stability and Growth

This session explores the “three-legged stool” concept of a balanced state revenue system, focusing on income, sales and property taxes. As economic surpluses grow, so does the desire to cut tax rates and offer relief. However, these decisions must be weighed against the need for maintaining sustainable revenue, avoiding long-term deficits and supporting local governments. We will discuss achieving a balanced approach that provides tax relief, promotes economic development and maintains fiscal stability. Join us to explore strategies for creating sound and resilient tax policies for our states and constituents.

Advertising: Revenue Source or First Amendment Right?

The growth of social media and use of digital devices have created a new customer demographic, and marketers have been quick to utilize digital advertising to reach the screen-oriented consumer. The courts and legislatures are examining if this advertising can be taxed, and we will discuss potential impacts on states.

Transaction Fees on Sales Tax Collection

Paying via credit or with debit card might seem simple to the average consumer, but every time a card is swiped, a complex set of processes unfolds to properly conduct the transaction. Interchange fees are incorporated into each swipe of a consumer’s card, paid for by merchants as one of the many costs of doing business. Illinois has recently enacted a law exempting sales tax and gratuities from those fees, alleviating a small part of the cost of doing business for merchants. Other states, such as Pennsylvania, are considering similar changes. However, this may have adverse impacts on the service of delivering effective payment systems to merchants, as merchants and service providers now must implement potentially costly infrastructure changes to adapt. Is there a middle ground to the issue without causing additional costs or unfairly shifting burdens of doing business?

Federal Tax Legislation: Anticipating Monumental Policy in 2025

Tax, debt and spending will collide next year as the expiration of the Fiscal Responsibility Act and renewal of the debt limit, delayed fiscal year 2025 appropriations, and the expiration of the Tax Cuts and Jobs Act are all top priorities at the start of the new Congress. To help state legislators anticipate how federal action may impact their states, we will examine tax policy implications for deficit reduction as well as for the business community.
