LUCA: Improving Census Data. Here’s How, Starting Now

The Census Bureau’s first operation in preparation for the 2030 census is the Local Update of Census Addresses, or LUCA, and it needs your help in updating its address list. Preparation starts now. States, local jurisdictions and tribal nations can identify areas with hidden and low-visibility housing, lots of in-fill and new residential developments; areas recovering from disasters; and areas with nontraditional addresses. 

Why bother? To make the census count more accurate! If an address or housing unit isn’t on the Census Bureau’s list, the people living there might not be counted in the 2030 census. An accurate census means communities receive their fair share of federal and state resources and political representation!

Moderator: Wendy Underhill 

As director of Elections and Redistricting, Wendy Underhill leads a team of policy analysts focusing on all things related to voting, election administration and politics for NCSL. Carrie Butikofer is team lead for the 2030 Census Local Update of Census Addresses (LUCA) operation. She has over 25 years of experience at the U.S. Census Bureau specializing in decennial census operations, geographic programs, and data analysis. Carrie is a dedicated Project Management Professional and enjoys opportunities to collaborate and innovate to improve the quality of the Census. 

Speaker: Joseph Salvo 

Dr. Joseph Salvo is Chair of the 2030 Census National LUCA Working Group, whose purpose is to help ensure that the address list used for the decennial census is accurate and complete for all areas of the nation. For more than 25 years Dr. Salvo served as the Director of the Population Division at the New York City Department of City Planning and was the city’s lead person on LUCA for three decennial censuses.  

Speaker: Robert Rhatigan 

Robert Rhatigan is the Director of UNM’s Geospatial and Population Studies Center and the New Mexico State Demographer. He is the state’s liaison to the U.S. Census Bureau through the Federal-State Cooperative for Population Estimates and serves as an elected member of the Steering Committee.

Founder, President and CEO of the Texas Census Institute, a non-profit dedicated to increasing census and American Community Survey (ACS) participation, resulting in higher federal funding for Texas and improved data accuracy for more efficient planning across government, business, and community-serving nonprofits.
