This meeting brings together legislators newer to health policy to achieve the following objectives: 

  • Increase knowledge about state roles in health. 
  • Learn about strategies and policy options to improve people’s health and health systems. 
  • Network with state legislators from other states who have an interest in health. 
  • Share your concerns and interests and the health policy successes in your own state.

Medicaid 

Medicaid accounts for about 20% of the average state’s budget. This session will outline the program, potential changes and state efforts to make it more efficient and effective.

Private Health Insurance  

State governments play a primary role in regulating insurance plans, whether or not they’ve operated the marketplace exchanges in their states. This session will cover state roles in health plan regulation, exchanges and coverage innovations.

Maternal and Child Health 

States can play a role in keeping moms, babies and children healthy. Access to services including maternal mental health care, postpartum continuum of care, newborn screening and affordable school meals are among the ways states can improve health for mothers and children. Participants will learn about legislative trends and policy options to improve health for this population.

This session will cover updates to state and federal policies on suicide prevention, youth mental health, opioids and access to care. Participants will share examples from their states and have time to ask questions. 

3:15-4 p.m. 

Hot Topics  

  • Speaker: Flora Fouladi, NCSL 

This session will highlight priority public health and health policy topics from 2022 and offer insights into what’s in store for 2023. Topics include telehealth, cannabis and oral health.

Prescription Drugs 

  • Moderator: Colleen Becker, NCSL 
  • Speakers: Jack Rollins, NAMD, and Kipp Snider, PhRMA 

Prescription drugs provide lifesaving treatments and help control diseases and debilitating conditions. They also present legislators with challenges, including covering the cost of emerging therapies for Medicaid patients and state employees. This session will highlight a range of prescription drug issues.

Health Care Workforce

  • Speakers: Charlie Severance-Medaris, Kendall Speer, Kelsie George and Sarah Jaromin, NCSL [presentation]

Learn about legislative strategies to ensure access to high-quality, timely health care by bolstering the health workforce. This session will focus on workforce topics including data collection, workforce pipelines, emerging professions, telehealth, rural/urban distribution, and recruitment and retention. Consider the challenges and potential solutions associated with workforce shortages with experts and other attendees during a series of small-group discussions.
