ASLCS 2025 Professional Development Seminar

The American Society of Legislative Clerks and Secretaries (ASLCS) is hosting its annual professional development seminar for principal clerks and secretaries and their staffs from Sept. 21 to 25 in Santa Fe, N.M.  

The meeting brings together U.S. and international participants to learn important skills and procedures, build relationships and take away new tools and ideas to enhance the effectiveness of state legislatures. 

Jason Smith, parliamentarian of the U.S. House of Representatives, and Seb Terry, a best-selling author and thought leader in transformational growth and community building, will deliver this year’s keynote addresses. Also on the agenda are sessions on building and engaging a culture of excellence, legislative technology and parliamentary procedure; breakout sessions for principals and associates; the Legislative Expo; and meetings of the standing committees and special committees. In addition, our hosts are planning an array of social events to allow attendees to network with their counterparts from other states and territories while experiencing the best of Santa Fe!

Jason Smith

Jason Smith is the parliamentarian of the House of Representatives. The office of the parliamentarian is a nonpartisan office that provides the House and its members with guidance on parliamentary rules and procedures. He has served as parliamentarian since October 2020, and as an attorney in the office since 2008. Prior to that, he served as assistant counsel in the office of general counsel for the House of Representatives.  

He is a member of the Pennsylvania Bar and received his law degree from American University Washington College of Law evening program, while working full time as an autism counselor and then a law clerk with the House office of general counsel. He received a bachelor’s degree with university honors in psychology and political science from East Carolina University.
