The National Legislative Program Evaluation Society (NLPES) hosts the only national training event designed exclusively for state legislative staff who work in program evaluation and performance auditing. NLPES will hold its 2024 Professional Development Seminar in New Orleans, Oct. 8-10. The Louisiana Legislative Auditor, Performance Audit Services is the host of this year's seminar.  

This seminar offers professional development opportunities for program evaluators and performance auditors of all skill levels. Participate in informative presentations and engage in roundtable discussions with colleagues working on similar issues. Learn new approaches, share ideas and network with your peers from other states. 

Legislative audit and evaluation offices operate in a diverse environment, providing objective analysis and conclusions in many different subject areas. Therefore, the seminar program will cover a wide range of topics, such as:  

  • Basic skills  

  • Data visualization  

  • Artificial intelligence 

  • Communication skills  

  • And so much more! 

The seminar agenda will include a great mix of plenary speakers and concurrent sessions with ample opportunity for panel presentations and discussions about contemporary issues in legislative program evaluation and performance auditing.

This session will focus on three recent audits of elections. Utah's review of the 2022 election found no evidence systematic problems, widespread errors, or significant fraud. Wisconsin's evaluation focused on a broad range of elections administration topics, Louisiana's audit addressed controls to ensure the accuracy of voter registration data, and the state's implementation of best practices from the U.S. Election Assistance Commission.

Gathering Evidence/Developing Conclusions and Findings

Collecting and determining how much evidence is needed is vital to successfully developing well supported conclusions and findings. This panel will be an interactive experience where participants will be provided different evaluation scenarios and asked to brainstorm ways to collect sufficient evidence and then how best to develop findings and conclusions based on that evidence. To include different perspectives, the panelists represent states that both follow and do not follow Government Auditing Standards (known as the "Yellow Book").

Evaluating programs for vulnerable populations-such as those with severe mental illness, incarcerated people, and nursing home residents-can be challenging, especially when performance data are lacking. Evaluators must select methods that are defensible, practical and ethically sound. Kansas used machine learning applications and will share how it used a neural network to evaluate fraud in unemployment insurance claims. Louisiana has used both internal and external datasets to detect inefficiencies, fraud, mismanagement and errors. Colorado used a variety of techniques on an audit of its Enterprise Zones Tax Credit.

Attire

Business casual attire is appropriate for all seminar events. Dressing in layers will allow you to make adjustments for your comfort. October weather in New Orleans typically is warm, with average daytime temperatures in the low to mid-80s and overnight temperatures in the low to mid-60s and rain is somewhat likely.
