2023 RELACS and LRL Professional Development Seminar

The RELACS and LRL Professional Development Seminar brings together staff who are critical to the legislative process including legislative librarians, information specialists, researchers, editors, legal, code revision, bill drafting, committee and policy analysis. The 2023 seminar features sessions on important legislative issues, soft skills, best practices, opportunities for networking, and tours of local libraries and/or archives. 

This year's meeting takes place in Minneapolis and at the state Capitol in St. Paul, and aims to bring together participants to hear new information, learn important skills, build relationships and take away new tools and ideas to enhance the effectiveness of state legislatures. 

This meeting will include a variety of sessions: Minn. Supreme Court Justice Paul Thissen (also a former speaker of the Minn. House) will discuss legislation and statutory interpretation; Bryan Vincent, division director, Louisiana Legislature, will help us explore the Secret Grammar of Elegant Statutes; Minn. staff will share their experience getting the legislature’s website and documents into ADA compliance. In addition to these great sessions, topics will include communication in the legislative environment, legal ethics, copyright issues and many more!

Spouse/Guest Registration. The ($250) guest fee includes admission to all scheduled meal functions and evening social events.

Bill to State: Please note you must use Chrome or Firefox to access the Bill to State page. You must login to the NCSL site. Then, click Register Now below. Select the ticket type, State Legislative Staff for example, then select the yellow link inside that field. On the next page, you may choose yourself from the list of legislative staff in your state and fill out the billing information. Then click “Register selected contacts” from the top of the page.

If no list appears, please clear your cache and login again.

Cancellations must be emailed to registration@ncsl.org by Sept. 18. Fees cannot be refunded for registrations cancelled after the conference begins.

Note: The health and safety of meeting attendees is NCSL’s top priority.
