The LINCS and LSPA Professional Development Seminar brings together staff who are critical to the legislative process including: leadership, caucus, personal and district staff, and communications/information, public relations and press room staff. The 2023 seminar features sessions on important legislative issues, soft skills, best practices, opportunities for networking, and tours of and talks with congressional staff. 

This year's meeting takes place in Washington, D.C., and aims to bring together participants to hear new information, learn important skills, build relationships and take away new tools and ideas to enhance the effectiveness of state legislatures. 

This meeting will include a variety of sessions designed by and for staff in roles just like yours: topics such as constituent services, communications strategies, leadership skills, office culture, policy roundtables, resilience, writing skills, 5 Minutes of Fame and so much more!

The Royal Sonesta Dupont Circle is located just east of the Capitol Mall, White House and Smithsonian Museums. The Dupont Circle Metro Station is .2 miles from the hotel.  

There are multiple airport options for flying to Washington, D.C.: 

Washington Dulles Airport (IAD): Located 26 miles from DC in Virginia. Dulles Airport is also the primary international airport for the D.C. region, with almost 140 nonstop domestic and international destinations on nearly 40 airlines. Ground transportation information 
Ronald Reagan Washington National Airport (DCA): Located just across the Potomac River in Virginia and is the closest airport to D.C. Reagan Airport offers nonstop flights to 95-plus destinations on eight airlines. Ground transportation information 
Baltimore/Washington International Thurgood Marshall Airport (BWI): Located 32 miles from D.C. with service from 90-plus domestic and international destinations. Flights in and out of BWI may be more affordable. Ground transportation information

In October, the average high temperatures in Washington D.C. are in the high 60s to low-70s, with average low temperatures between 50 and 60 degrees.

Requires a credit card for everyone except legislators and legislative staff. Confirmations will be sent by email. 

Spouse/Guest Registration. The ($250) guest fee includes admission to all scheduled meal functions and evening social events.

Please Note: To Bill to State, you must login to the NCSL site. Then, click Register Now below. Select the ticket type, State Legislative Staff for example, then select the yellow link inside that field. On the next page, you may choose yourself from the list of legislative staff in your state and fill out the billing information. Then click “Register selected contacts” from the top of the page. 

Cancellations must be emailed to registration@ncsl.org by Sep. 29. Fees cannot be refunded for registrations cancelled after the conference begins.  

Note: The health and safety of meeting attendees is NCSL’s top priority.
