- One member appointed by the Speaker of the assembly.
- One member appointed by the Assembly minority leader.
- Two individuals who formerly served as judges for a court of record and picked by the two major political parties.
The commission must include a member from each minor political party that received 10% of the vote in the most recent gubernatorial race. No member may be a lobbyist, a candidate or hold public office.
