Phoenix—Throughout nearly four decades of state government service, David Teal has impressed colleagues with his steady hand on the wheel of legislative finance.
Teal, the director of Alaska’s Legislative Finance Division, was honored today at the NCSL Capitol Forum as the recipient of the Steven D. Gold Award for his commitment to strengthening the legislative institution both in Alaska and around the country.
“David is very even-keeled," said Alaska House Speaker Bryce Edgmon (I), who has known Teal since he joined the Legislative Finance Division. "I’ve never once seen him off his game under the most trying of circumstances. David has kept his cool every moment in his work with the legislature.”
Teal has been the director of the nonpartisan Legislative Finance Division since 1997, and has been in state government in various capacities for nearly 37 years. During his tenure with the Alaska legislature, Teal has strived to provide the legislature with unbiased and precise data and research to inform the decision making of Alaska’s lawmakers.
In addition to his work with the Alaska Legislature, Teal is a former president of the National Association of Legislative Fiscal Offices (NALFO) and the Western States Legislative Fiscal Officers Association (WSLFOA). He has provided expert guidance to legislators and legislative fiscal staff around the country, and has acted as a mentor to many legislative fiscal analysts.
Teal, who will retire at the end of this year, is recognized by both parties for his commitment to the legislative institution and his nonpartisan work is deeply respected.
The Steven D. Gold Award honors significant contributions to the field of public finance in intergovernmental relations. It is given annually by NCSL, the Association for Public Policy Analysis and Management and the National Tax Association in memory of Steven D. Gold, an active member of all three organizations. Gold, who made significant contributions to the field of state and local finance and intergovernmental relations, had an exemplary career as a state and local fiscal analyst and served as director of Fiscal Studies at NCSL.
