Former Maryland Delegate and environmental icon Leon Billings died Tuesday, suffering a stroke while visiting family in Tennessee.

Former Maryland delegate Leon BillingsBillings served in the Maryland General Assembly from 1991 to 2003, championing environmental issues. During his time in the legislature he founded the National Caucus of Environmental Legislators and was active in NCSL.

Before coming to the Maryland General Assembly, he staffed the U.S. Senate Subcommittee on Environmental Pollution, crafting major pieces of environmental legislation such as the Clean Air Act and Clean Water Act.

Former Minnesota state Senator Jane Krentz worked with Billings: “One of the most amazing people I had the pleasure to meet through NCSL was Maryland Delegate Leon Billings. I was fortunate to know him both a colleague and dear friend at NCSL. Leon leaves a rich legacy of environmental protection. He will be dearly missed.”

Doug Farquhar is the program director for the Environmental Health Program at NCSL.
