The NCSL Blog

Amid the closures and troubles caused by heavy snowfall and bitter temperatures in many state capitals recently, there are images of beauty.

A “shining gem surrounded by snow and trees” is how Jim Swain, chief information officer for the Kentucky Legislative Research Commission (LRC), aptly describes the scene in this recent video of the Kentucky State Capitol Campus in Frankfort.

The video was filmed and edited—using a drone—by Brian Kiser, executive director at the Kentucky Commonwealth Office of Broadband Outreach and Development. Kiser previously worked with Swain at the LRC.
