The spring meeting of the NCSL Executive Committee for the 2020-21 conference year will be held May 22 in Puerto Rico at The Hyatt Regency Grand Reserve Puerto Rico.

Information about traveling to Puerto Rico: 

Here's the current local website with guidance.  If we receive any changes, we will update this information.  

All arriving passengers must complete an online Travel Declaration Form from the Puerto Rico Health Department, show a negative molecular COVID-19 test result taken no more than 72 hours prior, and obtain an Airport Exit Confirmation QR Code, which travelers will automatically receive when uploading their PCR molecular test results to the Puerto Rico Health Department’s online portal. A rapid test will not be accepted, as it can sometimes yield false results.

While prior testing is required to enter the Island, the Luis Muñoz Marin International Airport (SJU) offers PCR molecular COVID-19 tests on-site in order to facilitate testing for incoming and outgoing passengers. The service, which costs $110 USD, is offered from 6 a.m. to 12 a.m., seven days a week, at three molecular test collection centers located at terminals A, B and C. Only symptomatic travelers (a person who is displaying COVID-19 related symptoms) will get tested at the airport by the Puerto Rico National Guard. The 14-day quarantine is mandated until the traveler provides proof of a negative PCR molecular test result taken on the Island. A rapid test will not be accepted, as it can sometimes yield false results.

Face coverings are mandatory at airports and public areas, or individual will be subject to a fine. Thermographic cameras monitor temperatures. Enhanced protocols will take place at baggage claim before exiting the airport. An Island-wide curfew is in effect from midnight to 5 a.m., except for emergencies.

Cancellations received in the NCSL Denver office will be refunded minus a $50 processing fee. Cancellations must be made in writing and faxed to 303-364-7800. Fees cannot be refunded for registrations canceled after the conference begins.

The negotiated group room rate for the Hyatt Regency Grand Reserve is as follows:

  • $219 per room, per night plus 9% tax for single/double occupancy per night. 
  • $239 per room, per night plus 9% tax for triple occupancy per night.
  • $249 per room, per night plus 9% tax for quad occupancy per night. 

Check-in time is 4 p.m. and check-out time is noon.

A valid credit card is required to secure each individual’s reservation.

The deadline to book housing is Wednesday, April 28. Please book your rooms as soon as possible as the rooms are available on a first-come, first-serve basis and are limited in supply. To ensure availability at the negotiated group rate, please book before this date.

Reservation Cancellation Policy

Reservations must be canceled at least 48 hours prior to arrival in order to avoid a cancellation/no-show fee equal to one night's room and applicable taxes. 

Resort fee is included in the rate listed. The daily Resort Fee includes the following amenities:

About Puerto Rico

The island of Puerto Rico is a very popular tourist destination because of its location, rich history and warm atmostphere.
