NCSL Staff Directory

As NCSL's associate IT director, Chris Csanyi focuses on the technical and infrastructure systems that are used every day for NCSL members and staff. Csanyi has 20 years of experience staying on top of technologies that can help NCSL’s mission moving forward. He is an alumnus of Appalachian State University, with degrees in information systems and management.

As the chief information officer, Feray Baytok oversees all systems, hardware, network, security, technical resources and processes in use at NCSL to ensure they deliver outcomes that support the organization’s mission. She has 30 years of experience leading strategic, technical and management initiatives—from information security to member experience—while mitigating threats and maximizing productivity. She is dedicated to aligning and leveraging emerging technologies for NCSL's transformation.

As a senior editor, Kevin Frazzini edits and writes for NCSL’s State Legislatures News website and State Legislatures magazine. He also helps edit the reports, newsletters and other documents produced by NCSL staff. Frazzini comes to NCSL with more than 25 years of experience editing, writing, researching and producing stories for daily and weekly newspapers and magazines. He earned a master’s in library and information studies from St. Catherine University, and his work has been recognized by the Society of Professional Journalists.

As associate director for design, Steve Miller leads design for NCSL, including reports, State Legislatures Magazine, graphics and marketing. Miller has 20 years of experience in journalism, where he earned numerous awards in editorial and advertising design. He also has led design efforts in the corporate world and academia. His varied experience has instilled an appreciation of, and dedication to, the importance of an informed society to democracy. He is proud to be part of working to strengthen state legislatures through the research, information and training that NCSL provides.

Mick Bullock is NCSL’s public affairs director. Based in the Washington, D.C., office, Bullock has more than 16 years of communications experience and is responsible for NCSL’s digital media, video, podcast and media relations. Previously, Bullock worked as communications director for Mississippi Gov. Phil Bryant and served on the state’s crisis communications team following Hurricane Katrina. Bullock received his bachelor’s in communications from the University of Southern Mississippi and his MBA from Belhaven College.

As data analyst, Leanne Reed works with all NCSL staff. She has over 16 years of experience in the IT field. She is dedicated to providing support to the organization so that we can continue being a source of excellence to the state legislatures.

Katie Fischer Ziegler is the program director for member outreach at NCSL. She leads NCSL’s work in engaging legislators and staff in every state and territory through the state liaison system, state coordinator program and general customer service. She previously led NCSL’s Women’s Legislative Network. Ziegler was raised in southwestern Michigan, is a graduate of Carleton College and received a master’s degree in public administration at the University of Colorado, Denver.

As director of facilities, Tim Lucero heads the Building Operations and Central Services departments. He came to NCSL with more than eight years’ experience working with UBS Telecommunications and Mobil Oil Corp. At UBS, he received training and certifications that allowed him to install and repair digital and analog telephone systems. At Mobil Oil, he worked in the oil and gas and mining/coal divisions. While at Mobil, he coordinated the central services operations and worked with a team from Northern Telecommunication to design, install and manage a new phone system for its 375 staff members. He eventually became the last person employed with the mining/coal division and was directly responsible for liquidating all of its property before his departure.

Mark Wolf is a senior editor at NCSL. He edits reports, stories, webpages and other communications and covers live sessions of NCSL’s Legislative Summit, Base Camp and other events. Before joining NCSL in 2012 he wrote for newspapers.

In her role as an editor in the Communications Division, Bakara Johnson supports the state-federal staff in the Washington, D.C., office by editing digital communications. Johnson has been a staff member with NCSL for over 15 years and has gained experience from the varying positions of responsibility she has held within the organization, including gaining expertise in her current role. She is committed to meeting the varying needs of NCSL’s members. 

As web production manager, Kathy Brangoccio manages the content flow and highlights for NCSL’s website, generates analytics on website performance and provides overall assistance and training to web editors. Brangoccio has been with NCSL for 22 years and has gained valuable experience working with the website through its many changes. She takes great pride in working for an organization focused on strengthening the legislative institution.
